Four years after the 2005 Niger crisis, many things have changed in the nutrition field. This cahier aims at considering this evolution and exploring new possibilities for action for MSF: how can these changes  get MSF to reconsider its own goals and move its areas of intervention? La chimio-prévention du paludisme saisonnier (CPS) a été mise en œuvre au Niger depuis 2013, conformément aux recommandations de l'Organisation mondiale de la Santé (OMS) et à la politique nationale de lutte contre le paludisme. Elle se déroule sous la forme d’une campagne de masse qui consiste en l’administration de doses curatives de sulphadoxine-pyriméthamine (SP) et d'amodiaquine (AQ) durant trois jours, à 28 jours d’intervalle entre juillet et novembre, aux enfants de 3 à 59 mois.

Chemical prevention of seasonal malaria (CPS) has been implemented in Niger since 2013, pursuant to the recommendations of the World Health Organization (WHO) and the national anti-malaria policy. It consists of a mass campaign involving the administration of curative doses of sulphadoxine-pyrimethamine (SP) and amodiaquine (AQ) to children between the ages of 3 and 59 months for three days, at 28-day intervals, between July and November.

2015 saw the first large scale Meningitis C outbreak in Africa since 1979. A number of challenges and problems had been noted in the way MSF operational sections in Niger, not least in terms of intersectional collaboration. Some lessons from the 2015 response had been captured. When, at the beginning of 2016, all OCs were getting ready again to respond, it was decided to evaluate the 2016 intervention in real-time.

MSF has been present in the Nchelenge region since 1998, when a program was started to provide health care to Angolan and Congolese refugees who had arrived in the region. The MSF project in Nchelenge District was started in April 2001 because of lack of access to HIV/AIDS care in an area with an HIV prevalence estimated at 16.5%. The objective was to achieve a high coverage of treatment and care, and at the same time provide a model for decentralised programs to bring HIV/AIDS treatment and care to all people in Zambia and for MSF Holland/OCA more widely.

MSF has received UNITAID grants since 2013. For several financial, operational and opportunistic reasons, the opportunity and adequacy of receiving funds from UNITAID was questioned by the MSF medical and operational directors. In October 2014 the MedOp platform took a decision not to seek any further UNITAID funding for a one-year period-ending in October 2015.

This evaluation was conducted by Nicole Henze on behalf of the Stockholm Evaluation Unit of MSF. Finalised in November 2015. This publication was produced at the request of MSF MedOp, under the management of the Stockholm Evaluation Unit. It was prepared independently by Nicole Henze.

This report is a review of advocacy within the MSF movement from 2010-2015. Commissioned by the core ExCom, the aim of this review was to explore the effectiveness of MSF advocacy and produce recommendations to improve its approach, coordination and organization in support to operations within the movement. Two external evaluation consultants, Glenn O’Neil and Liesbeth Schockaert, conducted the review with the support of Nirupama Sarma who carried out a complementary review of the Access Campaign (AC).

After 10 years in Zinder, the MSF mission is preparing for a successful handover of the project to the national authorities. Most of the work has been completed, and MSF can be proud of its accomplishments in Zinder. However, MSF still needs to ‘run the last mile’ in order to close its cycle in Zinder and to leave its nutritional involvement completely to the national authorities.The current evaluation was a follow-up on the initial capitalisation report done in 2014 and was initiated to assess the future of this handover.
