The objective of this lessons learnt exercise was to assess the advantages and disadvantages of the UNITAID grant governance and management model for project achievements in terms of medical (and related) outcomes, strategic decisions, the potential for collaboration between multiple MSF entities and to leverage the learnings for replication in future projects. The exercise showed that the project directly delivered a new, more effective, simpler and much cheaper treatment to patients across seven countries.

The Medical Unit (MU; previously Project Unit) in MSF Australia was established in 2005 to develop a co-ownership of the field operations and expand MSF Australia’s involvement with MSF OCP. Today it includes technical advice for OCP operations as well as training and communication on activities relating to women and child health. The objective of the reflective was to summarize and analyse the contribution of the Medical Unit of MSF Australia to reproductive, women’s and children’s health within the operational capability of MSF OCP.

This review was commissioned by the International Board of MSF to reflect on the lessons learned for Movement governance from the early months of the MSF response to the recent Ebola crisis in West Africa. It focuses on the first six months of the Ebola outbreak (from April to September 2014), and on Movement governance issues only. The findings are based on analysis of relevant records, minutes of platform meetings, and interviews with a cross-section of the key people involved in Movement governance during this period.

MSF OCB commissioned an extensive multi-sectoral critical review of its Ebola intervention. The summary report highlights key findings from all specific reports and draws global conclusions. Lessons have been identified both, for future large scale emergency responses as well as for a next Ebola response. Many of lessons identified are not entirely new, but their importance has been strongly accentuated by the extremity of this health crisis. Priority recommendations are listed in the summary report, while specific recommendations are made in the respective reports.

During the 2014-2015 Ebola virus disease outbreak in West Africa, MSF built a number of Ebola Treatment Centres (ETCs). MSF set up centres in the three countries at different moments and with different MSF Operational Sections, which resulted in a heterogenic collection of solutions. This review was conducted jointly for all MSF operational centers (OCs). It was commissioned by OCA and was conducted as part of the OCB Ebola review.

This evaluation aimed at gaining perspective on and learning from current partnership practices, informing the debate on MSF’s policy on partnerships and providing guidance for future engagement. Four separate field evaluations in DRC, Kenya, Niger and North Korea as well as a desk review of seven additional partnerships have been conducted. The report provides good practice examples and practical recommendations.

MSF Operational Centre Barcelona Athens (OCBA) conducted an evaluation of MSF’s withdrawal from Liberia and the transfer of the Benson Hospital – managed since 2005 by MSF OCBA - to the Ministry of Health. The aim is to gain knowledge through this handover process. The preceding evaluation on the Benson Hospital project, carried out in August 2008 (S. Delaunay; S Girvin) recognised that, for MSF OCBA, deciding on the most appropriate withdrawal process would be a challenge.

The purpose of this evaluation was to review the experience in needs assessment and response to displacement in open settings. For the evaluation process, six interventions were reviewed: MSF Operational Centre Geneva (OCG) interventions in the Democratic Republic of Congo (DRC) (Haut-Uélé), Djibouti, Cameroon and Iraq; Operational Centre Brussels (OCB) interventions in South Africa and Pakistan; and partial review of Operational Centre Paris (OCP) experience in Pakistan.

The hand over of MSF-F Phnom Penh HIV project is a complex process. This HIV cohort is the biggest of MSF OCP to be handed over so far and the hand over is almost directly done to the national health authorities, NGO partners having been identified only for minor parts of the project. In the first part of the report, a narrative description and an evaluation of the main technical aspects of the handover process are presented.
