Evaluation reports are either openly accessible via pdf download, or accessible via MSF's internal Sharepoint, which is mainly due to the sensitive nature of the operational contexts and resulting content. However, there are ongoing discussions about making all evaluation reports publicly searchable. Following the earthquake in 2010 and the emergency response that ensued, MSF-OCG took the decision to invest in a hospital in the Leogane area that was for several years the biggest hospital managed by MSF-OCG. Given that for the last three years this was the only MSF-OCG project in the country, that the capital is located only two hours from the hospital and that there is a strategic ambition within MSF-OCG to review mission set-ups, OCG and the field teams determined that 2013 was an opportune time to review the Haiti mission.

Since 2012 MSF-OCA has been implementing a new approach to HIV/TB programming in two projects in Zimbabwe: Gokwe North district and City of Harare polyclinics. In September 2014, towards the end of their operation, an evaluation was commissioned to the Vienna Evaluation Unit with the objective to examine the intended goals, outcomes (including the standards of quality) and implementation process of the projects.

Following the restart of armed fights in South Sudan in December 2013, MSF-OCG responded to the influx of displaced and the consequent health-related needs in Minkaman village. Main findings show that after an initial delay of 6 days between the alert and conducting the first assessment, a timely response has been launched for the displaced persons, with OCG taking the lead on water supply and health care. The top ten priority package was applied with shortcomings particularly in terms of the initial assessment.

This evaluation of the MSF OCB Maputo HIV/Aids Project aims to provide a comprehensive overview of the implementation phases of the MoH handover and related consequences to the continuity of patient care, and with the added objective to make clear recommendations towards improvements and replicability of the handover ‘tool’ itself.
