In recent years, MSF has noted that ‘social violence’ is strongly linked to health exclusion and dysfunctional health systems. Therefore, the Operational Centre Geneva (OCG) initiated an intervention in Honduras in 2010 and a project in Nuevo Laredo, Mexico in January 2014. The current evaluation aims to determine the pertinence, appropriateness, effectiveness and impact of the OCG projects in Honduras and Mexico in responding to identified needs.

This publication was produced at the request of MSF OCG, under the management of the Vienna Evaluation Unit. It was prepared independently by Silvia Gurrola Bonilla, MSc. and Regina Escudero Durán, MD.

The purpose of this evaluation was to review the experience in needs assessment and response to displacement in open settings. For the evaluation process, six interventions were reviewed: MSF Operational Centre Geneva (OCG) interventions in the Democratic Republic of Congo (DRC) (Haut-Uélé), Djibouti, Cameroon and Iraq; Operational Centre Brussels (OCB) interventions in South Africa and Pakistan; and partial review of Operational Centre Paris (OCP) experience in Pakistan.

This operational evaluation, requested by the Emergency Department of MSFOCB, concerns only the emergency response in Aceh in the first three months (from 26th Dec 2004). The report illustrates MSF intervention strategy, a description of implemented activities and draws lessons learned from the confronted challenges.

The evaluation describes an evolving approach to address the needs of traumatised internally displaced Indonesians. The evaluation focuses on how MSF responded to new insights documented in lessons learned and trip reports. The purpose of this is to inform a discussion of how to proceed with mental health in Indonesia, which will be formalised in the country policy.

This evaluation concerns the Natural Disaster Emergency Preparedness & Response Programme (NDPrep) executed by MSF-H in Bangladesh and the resulting interventions related to the floods in the period July - November 1998. A field visit to Bangladesh was made from 30 November - 10 December.
