Some evaluation reports are public and can be downloaded from this website, while others are restricted to MSF users and can only be accessed via Tukul. This limitation is mainly due to the sensitive nature of the operational contexts and the resulting content. However, there are internal discussions about making all evaluation reports publicly searchable. In 2015, MSF operations and medical directors recognised antibiotic resistance (ABR) as a priority and called for the elaboration of an intersectional roadmap to tackle ABR in MSF projects. The MSF ABR Task Force was consolidated in 2017 with joint medical and operational governance.

These case study reports were produced at the request of MSF-OCBA, under the management of the Vienna Evaluation Unit. They were prepared independently by the respective authors.

This evaluation is of the MSF Belgium Sexual and Gender Based Violence (SGBV) project in Mbare, Harare, Zimbabwe (2011-2014). It is not a comprehensive evaluation of the whole project, but an evaluation of selected strategies/components. The selected strategies/components for analysis are: ‘nurse-based care’, ‘decentralization’, the ‘72 hour strategy’, the work to ‘raise the profile of rape and the need for medical care’ and the ‘social work’.

La stratégie MSF de développer en 6 ans (90  265 lits) les activités d’un vaste complexe hospitalier en brousse (zone de conflit) est revue. Tenant compte des activités actuelles MSF/M.Santé, l’intégration difficile dans la carte sanitaire est analysée, avec propositions. Les résultats contribuent à la réflexion en cours sur les hôpitaux long terme à MSF.

Executive Summary in English, main report in French The 2 objectives for MSF in Lubutu for the 5 years duration of the project are 1) to bring quality health care to the population 2) to capitalise on a model of care for MSF. This study takes place within the capitalisation objective of the project by analysing its expenses and cost. The goal of this study is also to improve the efficiency of the project.
