Evaluation of MSF-OCB Corridor Programs for Key populations, 2018

Since 2014, MSF has been implementing health programs for key populations (KP) mainly along a major transport corridor running through Mozambique and Malawi.

This evaluation was conceived to evaluate each program individually, and then to look at all programs comparatively in order to discern which interventions were most effective. Furthermore, the intention was to consider the sum of the MSF experience in these programs to infer an optimal model of care that responds best to the health needs.

 

This evaluation was conducted by Richard Bedell & Victoria Bungay under the management of the Stockholm Evaluation Unit of MSF. Finalized in December 2018.

Evaluation of Different Operational Models for Integration of HIV/TB Services in MSF OCBA Projects

Integration of HIV/TB services is one of the priorities for the MSF movement since 2010 and in particular for OCBA that started hand over of the so-called vertical programs in the same year. This process has finished for the total of 16 vertical HIV programs of MSF-OCBA started since 2005. Integration aims to provide access to HIV/TB care to all populations in need in locations where MSF has implemented regular projects, regardless of the HIV prevalence in places such as CAR (started in 2008), South Sudan (2011) and Niger (2014).

EVALUATION OF COMMUNITY HIV TESTING MODALITIES MSF OCB in KwaZulu-Natal, South Africa (2016)

Given that community HIV testing is often more expensive than HF-based testing, this evaluation aims to fully understand the relative advantages of community testing modalities. MSF has been providing 3 modalities of community HIV testing in KZN since late 2012, to complement the standard, health facility (HF)-based testing provided by the Department of Health. Fixed sites (FS), Mobile 1-Stop Shops (M1SS) and Door-to-Door Community Health Agents (CHAPs) provide testing throughout the project area of Eshowe, Mbongolowane and the adjacent rural areas.

It is no longer satisfactory for the organisation to enter a country, put in place a programme and leave without some degree of accountability for what remains after MSF’s departure. This tendency has led the MSF Operational Centre Paris (OCP) to review the handover process of the Homa Bay County Hospital project in Kenya. The main goal of this evaluation is to explore how effective the handover strategy was in contributing to sustainable, comprehensive quality of HIV/TB care in Homa Bay.

Evaluation of the added value, benefits, challenges and risks of the MSF-UNITAID collaboration

MSF has received UNITAID grants since 2013. For several financial, operational and opportunistic reasons, the opportunity and adequacy of receiving funds from UNITAID was questioned by the MSF medical and operational directors. In October 2014 the MedOp platform took a decision not to seek any further UNITAID funding for a one-year period-ending in October 2015.

This evaluation was conducted by Nicole Henze on behalf of the Stockholm Evaluation Unit of MSF. Finalised in November 2015. This publication was produced at the request of MSF MedOp, under the management of the Stockholm Evaluation Unit. It was prepared independently by Nicole Henze.

Evaluation of the OCB Kibera Project Handover Process, Kenya (2015)

OCB initiated the Kibera project at a time when there was a lack of access to affordable HIV/TB health care and succeeded in providing HIV drugs in Kenya, against all odds. The initial decision to intervene in Kibera was based on need and while the needs remain massive, OCB is no longer alone in providing HIV and TB treatment, hence the opportunity to handover the responsibilities of the health facilities to the Nairobi County to ensure that the population is not abandoned and that the quality care and treatment is continued.

Providing Comprehensive Health Care in a Slum-setting: External Evaluation of MSFOCB’s Kibera Project

This evaluation finds that the Kibera Project has had a tremendous impact at the patient, community and policy level. Additionally, the report points out that the decentralisation of health services at the primary health care level has been a core tenet of the project as it has evolved from a vertical HIV/AIDS programme to a multi-clinic operation offering comprehensive health care.

A study of stakeholders’ perception of MSF/OCB HIV/AIDS project Thyolo, Malawi

In Malawi, one of the poorest countries in the world according to UNDP, Médecins Sans Frontières Belgium has been supporting MOH in the provision of HIV care since 1997 in Thyolo district, with provision of ART since 2003. MSF is looking to hand over program activities and phase out their presence. This external evaluation was commissioned with the overall objective of studying the perception of other stakeholders’ perception of the MSF support to Thyolo district health services.
