Evaluation of Measles Response Strategies MSF OCG, Tanganyika, Katanga, DRC (2016)

Despite a 5 day SIAs by MOH in 2014, a new outbreak began in Katanga/DRC and spread throughout 2015. A comprehensive, integrated “3 headed” response was chosen by MSF-OCG in 3 Health Zones (HZ) of Tanganyika, including preventive and curative activities (for measles, malaria, and malnutrition): although quite ambitious given available HR resources, this was relevant given these “three” on-going emergencies in Tanganyika.

Evaluation of MSF-OCP’s response strategies during the 2015 measles epidemic in Katanga, DRC (2016)

Measles epidemics occur in Katanga (KTA)/DRC, challenging early response strategies for outbreak control. In 2015, despite MOH delay in declaring the epidemic, OCP present in KTA, showed good reactivity in 5 Health Zones (HZ) of Ht Lomami with a so called “vertical” response (focused on measles: vaccination and case management). However, malaria and malnutrition should have been better considered (OCG chose a “3 diseases strategy”). The 6 to 8 weeks long vaccination campaigns were efficient as the ZS outbreaks stopped after a few weeks.

Le présent rapport décrit les résultats de l’évaluation des deux interventions d’urgence : flambée de paludisme et épidémie de rougeole, menées par OCG dans la Province Orientale de la République Démocratique du Congo entre juin 2012 à juillet 2013. Il s’agit d’une évaluation rétrospective qui s’est déroulée entre mars et mai 2014, avec une méthodologie basée principalement sur une revue des documents disponibles ainsi que sur les entretiens avec les personnes ressources.

Evaluation of two emergency interventions: outbreak of malaria and epidemic of measles, Orientale Province, DRC, June 2012-September 2013

This report sets out the results of the evaluation of two emergency interventions: outbreak of malaria and measles epidemic, carried out by OCG in Orientale Province of the Democratic Republic of the Congo between June 2012 and July 2013. It is a retrospective evaluation that was done between March and May 2014, with the methodology based mainly on a review of documents and interviews with resource persons. Its objective was to capitalise on the lessons learned so as to improve preparation and response capacity for future epidemics in similar situations.

Epidémie de Rougeole au Katanga, DC (2010-2011), Revue-Journée de Réflexion & Minutes, MSF-OCP, Fev.2012, Caroline Seguin, Vincent Brown (Unité d'Eval.Paris)

Les équipes MSF ont vacciné 1.5 M d'enfants pendant une période de 10 mois, and ont traité 51 000 cas (80% du total) dans la Province du Katanga (RDC). MSF souhaitait revisiter et capitaliser sur cette intervention sans précédents où les questions majeures concernent la magnitide de l'intervention, le processus décisionnel (basé sur les besoins, l'extension de l'épidémie/épidémio, les groupes d'âge, la géographie, TA%, Fatalité%, etc).
