Country/Region

Since MSF’s return to Afghanistan in 2009, its operations on the ground have been monitored with a spyglass, unlike any other mission in this kind of environment. Consequently, OCs have been pushed to innovate but also remain critical vis-a-vis their respective strategies and the overall modus operandi of the Afghan mission. This evaluation of the single representation set up aims to analyse and learn from the current state of affairs of the Afghan mission in view of possible ways forward.

This end of project evaluation of the Roma and Semongkong project “Reducing maternal and infant morbidity and mortality in a hyper-epidemic HIV/TB setting” in Lesotho was commissioned by the MSF Operational Centre Brussels (OCB) South Africa & Lesotho mission to evaluate the impact of the five years programme and identify lessons learned to support the design and planning of potential future projects in Lesotho.

This evaluation was conducted by Heidi Becher and Timothy McCann, on behalf of the Stockholm Evaluation Unit of MSF. This publication was produced at the request of MSF OCB, under the management of the Stockholm Evaluation Unit. It was prepared independently by heidi Becher and Timothy McCann.

In 2010 the operational prospects for OCB (strategic operational plan) outlined the broad objectives for the coming three years and placed renewed attention on key medical areas including surgery and emergency and acute medicine, bringing about increased investment in two hospital programs where OCB focussed on providing emergency surgical care in third level facilities in Tabarre and Kunduz.

Zahedan Project for Afghan refugees in Iran : 1st a necessary historical review; and an analysis of the political and technical relevance of the project (10 years). MSF could have proposed earlier health activities directly oriented for local Iraniens. The adequacy of means related to project objectives is considered satisfactory.

The evaluation analysed MSF intervention strategies of the TB project in the Penal sector of Kyrgyzstan by reviewing relevance, effectiveness and continuity. It assessed current challenges and shortcomings of the intervention in order to recommend new techniques and approaches for the year 2011 and beyond.

In recent years, MSF has recognized the need to improve its handover process and outcomes. It is no longer satisfactory for the organization to enter a country, put in place a program and leave without taking some accountability for what remains after MSF’s departure. It is in this spirit that I accepted to come to Lesotho to evaluate a handover tool that was implemented here during the initial phase of the handover.
