This document describes the project Lessons identified at the end of the market entry planning phase for MSF in Finland. It summarises the successes and challenges encountered during the project, lists the learning themes arising from these successes and challenges, and includes a set of lessons derived from an analysis of these learning points. The Annex contains a proposed (brief) framework with criteria and pre-requisites for a successful Market Entry Plan in MSF based on this experience. NOTE: This is not an evaluation and therefore there is no ambition for independent judgement.

OCB has undertaken to learn from its emergency intervention to support the victims of Hurricane Matthew, during which it experienced difficulties providing shelter and reconstruction relief. The aim is to evaluate the distribution of reconstruction materials in remote and hard to reach areas covering the entire duration and geographical area; Grand’Anse and Sud Department from 6 October 2016 to 20 February 2017.

In 2015 MSF-OCB launched a review to assess the perception, by the field teams, of an increased organisational “bureaucratic” burden. The review spanned three phases, from problem identification, to an in depth field study, to a final phase of webinars to improve the coverage and overall accuracy of the findings. The review process culminated in 2 missions agreeing to pilot a new monitoring and reporting system based on the principles coming out of the review, starting asap.

In May 2016, concerns were raised at OCB HQ about the potential underestimation of the general IRFFG implementation costs. The OCB mission in Haiti had to retroactively disburse an unbudgeted 1.33M€ of severance pay to their staff, more than a year after the IRFFG implementation in the country.

Suite au séisme du 12 janvier 2010 en Haïti, MSF-OCG intervient en urgence dans la zone touchée et offre des soins aux blessés. Alors qu’une grande partie des structures de santé de la zone affectée par le séisme sont endommagées ou détruites, MSF-OCG décide de s’impliquer rapidement dans une intervention à moyen terme, soit la mise en place d’un hôpital en container de 120 lits sur la commune de Léogâne (épicentre du tremblement de terre où 80% des bâtiments ont été détruit).

This evaluation assesses the results of the entire OCA Wardher project from 2008 – 2015, drawing lessons from this engagement, including on how to best engage in conflict prone and similar fragile context in the future. It is also an opportunity for MSF to reflect on this project for future interventions.

In October 2013 MSF developed a proposal for a new WHS strategy for meeting the medical humanitarian needs in large scale emergencies. In May 2015, the MSF Stockholm Evaluation Unit commissioned an evaluation of the 2013 MSF Operational Centre Amsterdam (OCA) strategy for a more offensive WHS approach. The evaluation focused on OCA interventions in South Sudan in Jaman, 2012, Bentui in 2014, CAR/Bossangoa and Bangui in 2014 and Ethiopia/Gambella in 2014. The period of evaluation was the first 3 months of the interventions.

In 2010 the operational prospects for OCB (strategic operational plan) outlined the broad objectives for the coming three years and placed renewed attention on key medical areas including surgery and emergency and acute medicine, bringing about increased investment in two hospital programs where OCB focussed on providing emergency surgical care in third level facilities in Tabarre and Kunduz.

This evaluation of MSF OCP concerns the review of MSF-OCP's emergency intervention for South-Sudanese refugees in Ethiopia, early 2014 (part of an intentional global review of MSF response to crises with major population Displacement - decision IB/5 DG, 2014). Here in Gambella, the response to well-known 11 priorities/refugee needs is checked out systematically - while the initial reactivity is fair, there are some limitations concerning know how in key operational domains (cf details in report).

Cette évaluation de MSF-OCP concerne la revue critique de l’intervention MSF en urgence pour les réfugiés sud-soudanais en Ethiopie, début 2014 (partie de l’intention d’une revue globale des réponses MSF aux crises avec déplacements massifs de pop°– décision du BI/5 DG MSF, 2014). Ici à Gambella, la réponse aux 11 priorités connues / besoins des réfugiés est vérifiée systématiquement – alors que la réactivité initiale est satisfaisante, il existe une certaine perte de savoir-faire dans des domaines opérationnels majeurs (cf détails dans le rapport).
