OCBA commenced a new mental health intervention in the city of Buenaventura in February 2015 with the aim to support victims of violence. The project was set up to demonstrate an innovative approach with two principle elements: a) a focus on a mass media campaign as the main means of communication, and b) a provision of therapeutic sessions on the phone.

In the last few years, MSF OCG has developed an Operational Policy with the ambition to increase and improve the quantity and quality of secondary health care structures (or inpatient care). This recognition has prompted the organization to take a closer look at the challenges, lessons and accomplishments in terms of hospital management to develop strategies that will enable the organization to successfully set up, govern, implement and exit inpatient projects in all types of contexts.

After a very intense and difficult one week response to support the MoH Hospital with specialised burn trauma capacity, the cell and mission brought in Stockholm Evaluation Unit to facilitate an internal Retrospect process to help the team identify key lessons and to bring closure to the project team. Note, the Retrospect does not aim to make independent judgement or analysis, only to facilitate bringing out the lessons and to help synthesize these into actionable outcomes.

SSP was formed in the aftermath of a high profile depot crisis in South Africa in 2012/3, with six organisations, already dealing with drug stock outs joining forces to tackle the issue. The different organisations brought different skills to the table. Largely focused on anti-retrovirals (ARVs) and TB medication, from the beginning the SSP has tasked itself to hold government accountable, to perform a watchdog role and to present the patient view on stock outs.

This evaluation assesses the results of the entire OCA Wardher project from 2008 – 2015, drawing lessons from this engagement, including on how to best engage in conflict prone and similar fragile context in the future. This evaluation has been triggered by the recent finding that a substantial proportion of the Changara project’s patients had a high VL of more than 3,000 copies/ml (the criteria at the time), raising questions on the efficacy of the counselling services. Although the relationship between counselling and high VL remains unclear, this report details three key recommendations aimed at improving the overall efficacy of the counselling services.

Given that community HIV testing is often more expensive than HF-based testing, this evaluation aims to fully understand the relative advantages of community testing modalities. MSF has been providing 3 modalities of community HIV testing in KZN since late 2012, to complement the standard, health facility (HF)-based testing provided by the Department of Health. Fixed sites (FS), Mobile 1-Stop Shops (M1SS) and Door-to-Door Community Health Agents (CHAPs) provide testing throughout the project area of Eshowe, Mbongolowane and the adjacent rural areas.

In October 2013 MSF developed a proposal for a new WHS strategy for meeting the medical humanitarian needs in large scale emergencies. In May 2015, the MSF Stockholm Evaluation Unit commissioned an evaluation of the 2013 MSF Operational Centre Amsterdam (OCA) strategy for a more offensive WHS approach. The evaluation focused on OCA interventions in South Sudan in Jaman, 2012, Bentui in 2014, CAR/Bossangoa and Bangui in 2014 and Ethiopia/Gambella in 2014. The period of evaluation was the first 3 months of the interventions.

This evaluation of MSF OCP concerns the review of MSF-OCP's emergency intervention for South-Sudanese refugees in Ethiopia, early 2014 (part of an intentional global review of MSF response to crises with major population Displacement - decision IB/5 DG, 2014). Here in Gambella, the response to well-known 11 priorities/refugee needs is checked out systematically - while the initial reactivity is fair, there are some limitations concerning know how in key operational domains (cf details in report).

Cette évaluation de MSF-OCP concerne la revue critique de l’intervention MSF en urgence pour les réfugiés sud-soudanais en Ethiopie, début 2014 (partie de l’intention d’une revue globale des réponses MSF aux crises avec déplacements massifs de pop°– décision du BI/5 DG MSF, 2014). Ici à Gambella, la réponse aux 11 priorités connues / besoins des réfugiés est vérifiée systématiquement – alors que la réactivité initiale est satisfaisante, il existe une certaine perte de savoir-faire dans des domaines opérationnels majeurs (cf détails dans le rapport).
