This evaluation aimed at gaining perspective on and learning from current partnership practices, informing the debate on MSF’s policy on partnerships and providing guidance for future engagement. Four separate field evaluations in DRC, Kenya, Niger and North Korea as well as a desk review of seven additional partnerships have been conducted. The report provides good practice examples and practical recommendations.

Zahedan Project for Afghan refugees in Iran : 1st a necessary historical review; and an analysis of the political and technical relevance of the project (10 years). MSF could have proposed earlier health activities directly oriented for local Iraniens. The adequacy of means related to project objectives is considered satisfactory.

Internal report An Ebola outbreak was declared in Uganda on 29th of November 2007. An MSF Intervention took place between 1st of December 2007 and 18th January 2008. French report. Le projet initial de MSF à Bongor était d'assurer la fonctionnalité correcte d'un centre de formation de Bongor pour la formation des médecins généralistes en chirurgie de base. Une des difficultés quant au déroulement harmonieux du projet était d'éviter d'avoir un service de chirurgie de haute qualité au sein de l'hôpital avec à côté des services de médecine et de pédiatrie connaissant de grandes difficultés et une mauvaise prise en charge des malades.

MSF-CH has been working in Gulu since 2003, supporting different health structures and running a shelter for “night commuters”. This evaluation was initiated by the desk, mainly because the progress of this project was slow and there were doubts whether it addresses real needs. Hence the general objective of the evaluation was to review the intervention in Gulu and determine its Relevance, Effectiveness and Efficiency. In addition Perception, Co-ordination and Exit strategies were looked at. The evaluation was carried out between September and October 2005.

Since October 1991, the Rift Valley, Western and Nyanza provinces of Kenya have been affected by ethnic clashes. The violence has resulted in over 1,500 deaths and approximately 300,000 displaced people. MSF opened its mission in February 1994. To achieve its goal, 3 key strategies were adopted:1) to provide relief by working through churches & local NGOs and strengthening their capacity,2) to hire national staff with the same status and responsibilities than MSF expatriates and 3) to enhance local community participation in the mission activities.
