The evaluation looks at how MSF-OCB support in Mavalane is percieved by stakeholders and gives orientation to the planing for handover of 1st line support activities. The evaluation identifies the important role MSF plays in HIV programming in Mozambique; MSF comes out strongly as an advocate, a technical partner and a motor for change.

The HIV/AIDS project in Chamanculo Health area has achieved an impressive coverage of the ART treatment through the well-applied decentralization and task-shifting strategies. The evaluation demonstrated that the quality of the care was not compromised through this process. This decentralization model shall be valuable for the MoH to scale-up their ART treatment coverage in other areas of this resource-poor country.

In recent years, MSF has recognized the need to improve its handover process and outcomes. It is no longer satisfactory for the organization to enter a country, put in place a program and leave without taking some accountability for what remains after MSF’s departure. It is in this spirit that I accepted to come to Lesotho to evaluate a handover tool that was implemented here during the initial phase of the handover.

After an initial period of three years in Lesotho, MSF has decided to extend its presence in the country for two more years and to launch a second phase of the project primarily focused on intensifying the transfer of responsibility for the programme to local health authorities and partners. This is due partly to the administrative process now underway in Lesotho to decentralise to local government, coupled with related health sector reforms, which have divided the former catchment area of Scott Hospital Health Service Area into two districts with different management structures.

Médecins Sans Frontières has been running HIV/AIDS treatment programmes since 2001. As national systems scaled up capacity, MSF began to hand over HIV projects in 2005. Variable experience with handover and internal debates about MSF responsibility to patients led OCG to propose an evaluation of the handover process, to learn from experience and inform policy and practice. A qualitative review was carried out through interviews, case studies in Cameroon and Laos, and review of other vertical and integrated HIV projects.

Internal report An Ebola outbreak was declared in Uganda on 29th of November 2007. An MSF Intervention took place between 1st of December 2007 and 18th January 2008. French report. Le projet initial de MSF à Bongor était d'assurer la fonctionnalité correcte d'un centre de formation de Bongor pour la formation des médecins généralistes en chirurgie de base. Une des difficultés quant au déroulement harmonieux du projet était d'éviter d'avoir un service de chirurgie de haute qualité au sein de l'hôpital avec à côté des services de médecine et de pédiatrie connaissant de grandes difficultés et une mauvaise prise en charge des malades.

The project in Lichinga is a vertical program addressing HIV/Aids in one of the northern provinces of Mozambique. The approach of integrating activities in the existing health services is rather new, hence it was felt important to evaluate the current strategy in order to support future planning and draw lessons. The purpose of the evaluation was to assess whether the integration and decentralization strategies are appropriate and efficient in order to reach to overall objective of the project. The evaluation was carried out between Mid May and Mid June 2005, by two evaluators.

MSF-CH has been working in Gulu since 2003, supporting different health structures and running a shelter for “night commuters”. This evaluation was initiated by the desk, mainly because the progress of this project was slow and there were doubts whether it addresses real needs. Hence the general objective of the evaluation was to review the intervention in Gulu and determine its Relevance, Effectiveness and Efficiency. In addition Perception, Co-ordination and Exit strategies were looked at. The evaluation was carried out between September and October 2005.
