In 2015 MSF-OCB launched a review to assess the perception, by the field teams, of an increased organisational “bureaucratic” burden. The review spanned three phases, from problem identification, to an in depth field study, to a final phase of webinars to improve the coverage and overall accuracy of the findings. The review process culminated in 2 missions agreeing to pilot a new monitoring and reporting system based on the principles coming out of the review, starting asap.

This evaluation contributes to the debate around the OCB Martissant intervention following the proposed closure and resulting decision to scale down in 2013. The report concludes that the context remains similar to that of the beginning therefore the intervention is still as relevant as it was in 2006 however the evaluation questions the suitability of OCB's country wide strategy in Haiti, urging a focus towards the most vulnerable and marginalised urban populations, rather than towards the general needs of the population.

In 2010 the operational prospects for OCB (strategic operational plan) outlined the broad objectives for the coming three years and placed renewed attention on key medical areas including surgery and emergency and acute medicine, bringing about increased investment in two hospital programs where OCB focussed on providing emergency surgical care in third level facilities in Tabarre and Kunduz.

This review was commissioned by the International Board of MSF to reflect on the lessons learned for Movement governance from the early months of the MSF response to the recent Ebola crisis in West Africa. It focuses on the first six months of the Ebola outbreak (from April to September 2014), and on Movement governance issues only. The findings are based on analysis of relevant records, minutes of platform meetings, and interviews with a cross-section of the key people involved in Movement governance during this period.

The review aimed to capture learnings from this difficult exit process in South Sudan and provides an overview of the root causes identified. Some external factors are linked to the context and the position of the authorities and they must be considered as hard to influence. The internal lessons identified can be addressed by OCB. The two key areas are the communication and working relation with South Sudanese staff and use of the (existing) know-how in OCB in regards to exiting a project.

In May 2016, concerns were raised at OCB HQ about the potential underestimation of the general IRFFG implementation costs. The OCB mission in Haiti had to retroactively disburse an unbudgeted 1.33M€ of severance pay to their staff, more than a year after the IRFFG implementation in the country.

Suite au séisme du 12 janvier 2010 en Haïti, MSF-OCG intervient en urgence dans la zone touchée et offre des soins aux blessés. Alors qu’une grande partie des structures de santé de la zone affectée par le séisme sont endommagées ou détruites, MSF-OCG décide de s’impliquer rapidement dans une intervention à moyen terme, soit la mise en place d’un hôpital en container de 120 lits sur la commune de Léogâne (épicentre du tremblement de terre où 80% des bâtiments ont été détruit).

The purpose of this evaluation was to assess the functioning of the hospital set-up in Léogâne, Haiti one year after its implementation and to capture the lessons learned in order to inform other missions that attempt this type of set-up. The conclusions are based on two visits, the first at the 6-month mark and the second approximately one year following the initial implementation. In general, there is a positive attitude towards the set-up and the advantage of quick and relevant decision-making was felt in most departments at almost all levels.

Following the restart of armed fights in South Sudan in December 2013, MSF-OCG responded to the influx of displaced and the consequent health-related needs in Minkaman village. Main findings show that after an initial delay of 6 days between the alert and conducting the first assessment, a timely response has been launched for the displaced persons, with OCG taking the lead on water supply and health care. The top ten priority package was applied with shortcomings particularly in terms of the initial assessment.
