MSF OCB commissioned an extensive multi-sectoral critical review of its Ebola intervention. The summary report highlights key findings from all specific reports and draws global conclusions. Lessons have been identified both, for future large scale emergency responses as well as for a next Ebola response. Many of lessons identified are not entirely new, but their importance has been strongly accentuated by the extremity of this health crisis. Priority recommendations are listed in the summary report, while specific recommendations are made in the respective reports.

During the 2014-2015 Ebola virus disease outbreak in West Africa, MSF built a number of Ebola Treatment Centres (ETCs). MSF set up centres in the three countries at different moments and with different MSF Operational Sections, which resulted in a heterogenic collection of solutions. This review was conducted jointly for all MSF operational centers (OCs). It was commissioned by OCA and was conducted as part of the OCB Ebola review.

Following the handover of AIDS treatment programs to the authorities of Guatemala, MSF conducted a study to assess various aspects of the continuity of HIV/AIDS care. This review was conducted 18 months after MSF left the Roosevelt hospital, and examined both the clinical data and opinions of staff and patients. Despite some shortfalls in the frequency of laboratory testing and community follow up, the level of care and outcomes for the patients was well maintained by the hospital staff.

MSF Operational Centre Barcelona Athens (OCBA) conducted an evaluation of MSF’s withdrawal from Liberia and the transfer of the Benson Hospital – managed since 2005 by MSF OCBA - to the Ministry of Health. The aim is to gain knowledge through this handover process. The preceding evaluation on the Benson Hospital project, carried out in August 2008 (S. Delaunay; S Girvin) recognised that, for MSF OCBA, deciding on the most appropriate withdrawal process would be a challenge.

In the last few years, MSF OCG has developed an Operational Policy with the ambition to increase and improve the quantity and quality of secondary health care structures (or inpatient care). This recognition has prompted the organization to take a closer look at the challenges, lessons and accomplishments in terms of hospital management to develop strategies that will enable the organization to successfully set up, govern, implement and exit inpatient projects in all types of contexts.

This evaluation is an end of project cycle evaluation. The main purposes, as with all evaluations in MSF-H, are learning and accountability. While the project was initiated with a three year time line, certain activities may continue for the coming two years. The conclusions and results of this evaluation will be used as a guide for future medical programming.

This review was commissioned by the International Board of MSF to reflect on the lessons learned for Movement governance from the early months of the MSF response to the recent Ebola crisis in West Africa. It focuses on the first six months of the Ebola outbreak (from April to September 2014), and on Movement governance issues only. The findings are based on analysis of relevant records, minutes of platform meetings, and interviews with a cross-section of the key people involved in Movement governance during this period.

In late 2013 and early 2014, thousands of people fled the Central African Republic (CAR) to neighbouring Cameroon. MSF OCG provided health care to the refugee population in Garoua-Boulai and Gbiti, which was characterized by high mortality rates, malnutrition rates over twice the emergency threshold and an uncontrolled measles outbreak.

This evaluation was requested by MSF CH Geneva and focuses on the pertinence, efficacy and impact of the sexual violence project in Guatemala. The motivation to evaluate this program stemmed from difficulties at the initial stages of the project in realizing the goals through the original strategies chosen. The results answer key questions about the added value of the intervention regarding the problem of the sexual violence (SV).
