Evaluation reports are either openly accessible via pdf download, or accessible via MSF's internal Sharepoint, which is mainly due to the sensitive nature of the operational contexts and resulting content. However, there are ongoing discussions about making all evaluation reports publicly searchable. This meta-evaluation is based on a review of 16 evaluation conducted by the Vienna Evaluation Unit between 2007 - 2010. The evaluations covered a wide variety of interventions including long-standing HIV or TB programs as well as responses to emergencies such as epidemics or natural disasters.

Internal report An Ebola outbreak was declared in Uganda on 29th of November 2007. An MSF Intervention took place between 1st of December 2007 and 18th January 2008. This report summarises, after general issues, the main points on intersection coordination, coordination with other/external actors, human resources management, expat health and project set up.

This evaluation was carried out with the purpose to improve response to epidemics within the OCG. The evaluation team was asked to synthesise lessons learned from different interventions, and to look at decision-making processes involved in launching epidemic response, timing of interventions, and choice of intervention strategies.

MSF-CH responded to 20 epidemics between 2006 and mid 2007; all of these were rapidely reviewed. Seven interventions (three on holera, four on meningitis response) were chosen for in-depth analysis, including a reconstruction of the epidemiological curves.
